Will the Police help?

About three months ago I witnessed a fight that took place on the roadway between drivers. The article below will tell you how the police reacted to the incident.
The traffic jam appeared on the carriageway, and one of the drivers decided to drive around it on a parallel road, located in the yard of a house. According to rules the driver who leaves the yard for the main road must give way to drivers traveling along the main road. But our driver decided not to follow the traffic rules. He drastically cutting the other cars wedged in a moving cars series. Another driver beeped the offender. The aggressor initially responded using offensive words, and then he got out of the car, took a baseball bat and struck the windshield, standing behind the car. The drivers started to fight. After the incident, the perpetrator got into the car and drove away, and the victim was waiting for the police.
The police squad arrived an hour and a half later. The victim wrote a paper about the attack and caused damage to property. I found myself witness to the offense. The next day the victim and I were called to the police station to talk again tell how it all had happened. The victim brought a certificate of forensic — medical examination of the received injuries in the attack. As a result, law enforcement authorities initiated a criminal case against the instigator of the fight, the traffic police has been sent to an authentication of the car owner.
A week later, we were told that the driver was identified, but he was registered in the neighbouring town. Then the traffic police again sent a request, but directly to the place of residence of the perpetrator. In another week, we were told that the car was found, but it was registered on the culprit’s father. Unfortunately, the culprit was never found.
Despite the presence of a witness, the forensic medical examination and assessment of the damage caused to transport, the case was closed by the wording: «the absence of a crime.»
So it turns out that the law enforcement authorities to maintain control and order in society, do not respond to violations of the rule of law. Why does not the police fight against offenses and law violations?
